Student Loan Forgiveness: Department of Education Announces Major Relief
Student loan forgiveness is taking a big leap forward. On Tuesday, April 19, 2022, the current presidential administration and the U.S. Department of Education announced sweeping reforms for student loan forgiveness and income-based repayment programs.
Immediate Student Loan Forgiveness for Thousands
The U.S. Department of Education (DOE) will grant immediate student loan forgiveness to 40,000 borrowers. Additionally, 3.6 million more are expected to benefit by starting their path toward eliminating student loan debt. By “immediate,” the Department indicated that they will begin processing eligible borrower files right away, with results taking effect over the next three to six months.
Federal Student Loan Forgiveness Goals
The current administration’s focus is on expanding the federal government’s ability to forgive loans and revise income-driven repayment (IDR) programs to make them fairer. Historically, income-based repayment (IBR) and Revised Pay As You Earn (REPAYE) have faced numerous issues. Millions of borrowers were placed in forbearance rather than income-based plans, missing out on progress toward student loan forgiveness.
How Previous Rules Delayed Forgiveness
Earlier IDR rules only allowed time spent in an approved repayment plan to count toward forgiveness. As a result, borrowers missed months—even years—of progress toward their 10, 20, or 25-year forgiveness goals.
Department of Education Announces PSLF Updates
Under Public Service Loan Forgiveness (PSLF), borrowers can eliminate student loan debt in ten years if they work full-time (30+ hours/week) for a qualifying government or nonprofit employer. To expand this, the administration introduced the Limited PSLF Waiver, which allows borrowers to count previously ineligible payments toward forgiveness under PSLF.
New Policy Brings Student Loan Debt Relief
The DOE will now allow borrowers to count past payments and certain periods of forbearance—even if not under an IDR plan—toward their 20- or 25-year loan forgiveness terms. With these changes, more borrowers will qualify for student loan debt relief, even if they do not meet PSLF criteria.
Hope Credit Helps Borrowers Maximize Forgiveness

Department of Education Announces Major Student Loan Relief
Most borrowers won’t see complete forgiveness right away, but these changes may count previous repayment time and speed up their path significantly.
For example, a borrower who’s been in repayment for 15 years but tracked only the last 3 years under Hope Credit may now receive credit for earlier forbearance periods. If those periods exceed 12 consecutive or 36 total months, the DOE will credit those months toward the 20- or 25-year forgiveness threshold.
Will the Administration Cancel More Student Loan Debt?
The administration has already canceled over $17 billion in student loan debt for 725,000 borrowers through the Total and Permanent Disability (TPD) Discharge, Closed School Discharge, and Limited PSLF Waiver. While the administration has not confirmed if further student loan forgiveness will occur, they continue to extend help to former students struggling with debt.
